What is a temporary business license?
A temporary activity permit is an authorization issued by a city council for the holding of one-time events such as concerts and open-air events, in both public and private spaces, that require the installation of temporary, portable, or removable structures.
To obtain it, it is usually necessary to submit an acoustic study that determines the expected noise levels on the facades of the most affected buildings and ensures compliance with current noise pollution regulations.
Likewise, in certain cases, when noise limits are expected to be exceeded, the city council may issue an authorization to exceed the limits on noise levels transmitted to the external environment, provided that a predictive acoustic impact study of the event is submitted in advance for the assessment of its acoustic impact.
Is it mandatory to conduct
an acoustic study for events?

What noise regulations must events comply with?
Events such as concerts, festivals, and other temporary events featuring music or sound reproduction and/or amplification equipment in Spain must comply with the following:
- National regulations: Law 37/2003 on Noise, Royal Decree 1367/2007 implementing the Noise Law…
- Regional regulations: Depending on the region where the event is to take place, there are regional laws and decrees that adapt and expand upon national regulations, such as Decree 50/2025 on the preservation of acoustic quality in Andalusia, Law 7/2002 of the Valencian Regional Government on Protection against Noise Pollution, Decree 213/2012 on noise pollution in the Autonomous Community of the Basque Country…
- Local regulations: Municipal ordinances regulate, among other things, the granting of licenses or authorizations for the organization of events, including the requirements these must meet as well as the documentation to be submitted in advance. These include, among others, the Madrid City Council’s Ordinance on Protection against Noise and Thermal Pollution, the Barcelona Environmental Ordinance, and the Valencia Municipal Ordinance on Protection against Noise Pollution…
These regulations govern the requirements for granting licenses, establish noise limits based on the use of the area, restrict operating hours, and require the implementation of corrective measures when necessary.
What is the purpose of an acoustic study for events?

It not only helps you process the license or permit, but also allows you to:
- anticipate the actual noise impact of the event
- identify potential problems before they occur
- reduce the risk of disturbing neighbors
- provide a solid technical basis for demonstrating compliance in the event of complaints or inspections
It is a key tool for prevention and technical defense and reduces the likelihood of neighbor complaints, service interruptions, or penalties.
How does it help prevent complaints from neighbors?
The study makes it possible to identify:
- nearby residential areas and buildings with acoustically sensitive uses
- points where noise levels may be higher depending on the event’s location and orientation and the distribution of nearby sensitive receivers
With this information, you can adapt the event design to reduce disturbances before they occur.
What happens if my event
exceeds the noise limits?

If the study identifies non-compliance, depending on the case, corrective measures may be implemented to prevent such non-compliance or reduce the noise impact on sensitive receptors before applying for a permit or authorization.
For example:
- change the orientation of the event or sound equipment
- reducing noise levels by limiting sound equipment
- installing acoustic barriers or obstacles to limit the impact on specific areas
- modifying the layout of the event
To define and scale the optimal corrective measures, acoustic simulations are performed using digital models that incorporate the planned measures, yielding the expected results in the area.
What happens if a neighbor complains about the noise from the event?
In the event of a dispute, having an acoustic study is essential. It allows you to:
- demonstrate that the event was designed in accordance with regulations
- justify the anticipated noise levels
- prove that corrective measures were taken
In many cases, it is the primary tool for demonstrating compliance to regulatory authorities.
When should I have the sound check for my event?
Ideally, this should be done during the planning phase.
That way, you can:
- adapt the design without incurring extra costs
- speed up the process of obtaining the permit or authorization
- avoid last-minute changes
How is noise calculated before the event?
This is done using a predictive acoustic model that simulates:
- the sound emission from the equipment
- sound propagation
- the impact on the surrounding area
This allows for the accurate prediction of noise levels in the event area and surrounding areas likely to be affected by it.
What benefits does
to the organization of the event?
An acoustic study allows you to:
- obtain a temporary operating permit or authorization to exceed noise limits
- comply with regulations
- avoid complaints from neighbors
- have technical evidence in case of a dispute
- optimize the event design
In short, an acoustic study is not just an administrative formality, but a key tool for planning safely, minimizing risks, and demonstrating with data that your event complies with acoustic regulations.
