Inspection of oil installations

Industrialised countries accumulate oil reserves to be able to adjust supply in real time to fluctuating consumer demand. The storage of hydrocarbons also makes it possible to guard against international crises, or to preserve crude oil while waiting for its refining. Oil storage presents two major risks: fires and soil and groundwater pollution. Avoiding this pollution is a major challenge, for which Apave is involved in checking the condition of tanks and their degree of corrosion.

Inspection of oil installations?

Storage facilities for petroleum liquids, both storage facilities and facilities for consumption at the facility itself and for supply to vehicles, must undergo the necessary regulatory inspections to check their watertightness, mechanical strength and safety devices.

Early detection of possible wear of the material prevents any leakage of the contents of the installation that could pose a fire or explosion hazard and the emission of discharges harmful to the environment.

 

Royal Decree 1562/1998, of 17 July, modifies the Complementary Technical Instruction to the Regulation of Petroleum Installations MI-IP02 "Petroleum liquid storage facilities" and regulates the conditions for its inspections.

For their part, storage facilities for consumption at the facility itself and for supply to vehicles are governed by Royal Decree 1523/1999, of 1 October, which modifies the Regulation of Petroleum Installations, approved by Royal Decree 2085/1994 of 20 October, and the ITC MI-IP03 and MI-IP04 "Installations for supply to vehicles".

 

Eurocontrol carries out inspections and periodic reviews, as well as the certification of initial and periodic tightness tests in these three types of installations and has the highest possible accreditation in this field.

Storage Parks (IP02)

  • Periodic verification of phase II petrol vapour recovery systems in oil installations for supplying vehicles in accordance with RD 455/2012, of 5 March, which establishes measures aimed at reducing the amount of petrol vapour emitted into the atmosphere during the refuelling of motor vehicles at service stations.

 

Periodicity:

Periodic leakage tests for single-walled underground tanks without a tank container:

  • If carried out with product inside the tank: annually for installations complying with IP04 and every 5 years for installations complying with IP03.
  • If carried out with empty, clean, degassed tank and thickness measurement: 5 years for installations complying with IP04 and every 10 years for installations complying with IP03.
  • Pipe testing: 5 years (1st after 10 years)

 

Repaired tanks: 1st test on repair and every 10 years thereafter:

  • Overhaul on installations that do require a project: 5 years
  • Inspection on installations that do not require design: 10 years
  • Inspection of all installations that do not require design: 10 years

 

Gasoline vapour recovery Stage II systems

  • Periodic check: annual
