What is an Energy Savings Certificate (CAE)?
The Energy Savings Certificate is a certification of the savings achieved by a company as a result of energy efficiency measures. Once the savings have been verified through established mechanisms, the company receives as many CAEs as the number of kWh of energy saved.
A company that implements measures capable of generating savings may be considered the Owner of the Energy Savings and may transfer these savings through the CAE system. In other words, it can sell and cash in its CAEs to obtain a financial return on its investment in energy efficiency. The value of a CAE varies depending on energy market conditions and current incentive policies.
Royal Decree 36/2023 establishes the regulatory framework and the process governing the Energy Savings Certificates (CAE) system.

As a Technical Office within the CAE Mechanism, we guide you through the entire process of obtaining the certificates.
- Pre-validation of potential savings prior to implementing energy efficiency investments, and project analysis to determine eligibility for obtaining CAEs.
- Advice during the project definition phase to ensure the traceability of savings and their conversion into CAEs.
- Support with the methodology for calculating savings and/or validating savings from completed projects to convert them into CAEs.
- Compilation of documentation and preparation of the CAE application file.
- Support and direct communication with the verifier, if necessary, during the verification process.
CAE Management
using a standardized form
The Ministry for Energy Transition and the Demographic Challenge has established a series of technical data sheets on standardized energy efficiency measures, classified by sector (agricultural, industrial, service, residential, and transportation), which can be consulted in the catalog published on its website.
Our technicians offer advice on the following areas:
Preliminary Analysis – Pre-validation
Pre-validation with the client or CAE issuer to analyze the feasibility of justifying the project.
Preparation of the technical report and justification of savings
Preparation of the documentation:
- We will calculate the savings generated using the formula provided in the corresponding standardized form and complete the form.
- We will compile all the documentation and information required in the standardized form, which we will organize and code in accordance with the requirements of the competent authority of the autonomous community or ministry.
- We will maintain direct communication with the verifier throughout the verification process.
- If the client specifies it, we will provide the verifier with all necessary documentation and the CAE file to facilitate the verification of the savings.
Management of CAEs
with unique characteristics
If the energy-saving measure does not fit into any of the standardized categories, we will conduct a specific study to verify the savings achieved.
Preliminary Analysis – Pre-validation
- Preliminary analysis of the measures to determine the feasibility of the technical justification for the energy savings in the application. Preliminary screening to determine whether the project is eligible for CAEs because it has not received funding, as well as classification and pre-validation of potential projects or energy-saving measures.
- Feasibility of creating energy models. This phase may be exclusionary, and an initial consultation with the verifier will be conducted. Based on the documentation received, a regression energy model (linear or otherwise) is developed to justify the energy savings. This model is based on the IPMVP protocol.
- After analyzing the information, we will screen projects for eligibility based on the year the measure was implemented, the ability to demonstrate savings, and compatibility with grants received from the FNEE.

Verification Process
- We will maintain direct communication with the verification agent throughout the verification process.
- If the client requests it, we will provide the verifier with all necessary documentation and the CAE file to verify the energy savings.
- We will address any necessary corrections, if requested by the verifier, by documenting measures already implemented or by improving the evidence or justifications already provided.
- We will provide the client with all supporting documentation verifying the completion of the energy-saving measure required by MITECO on the Application Form for the Issuance of Energy Savings Certificates (CAE) corresponding to a specific project, to complete the file prior to verification:
- Technical report or project documentation for the completed project.
- Final certificate of completion for the work and installation.
- Photographic report of the project carried out.
- Documentation confirming the final energy savings resulting from the implementation of the specific project, specifying the final energy consumption before and after the project was undertaken.
The justification of the savings, taking into account the documentation received from the customer or CAE generator, will always be based on energy models in accordance with the IPMVP protocol.
