Why is it important?
- Quality assurance:

Who performs it?
The external control can be carried out by the competent administration or by authorized building quality control entities (ECCE), as we do.
In which cases is it mandatory?
- New buildings:
In some autonomous communities: Valencia, Basque Country and Navarra.
- Application for public aid:
For energy rehabilitation, where the aim is to ensure compliance with energy efficiency improvement requirements.
- Buildings with high ratings:
In the Valencian Community, for example, external control is required for buildings with A, B or C ratings and a random percentage of class D buildings.
How is it done?
The process includes the review of the technical documentation, such as plans, reports, calculations, technical data sheets and the energy certificate itself, as well as the inspection of the building to verify the information.
Each autonomous community in which external control is mandatory establishes its own regulations. For example, the recognized document "DRD 06/15. Technical Criteria for the External Control of the Energy Certification of newly constructed buildings" of the Valencian Community establishes the following work process:
1. Preliminary report.
This phase corresponds to the actions prior to the control itself, for the identification and acceptance of the data to be controlled. The purpose of the actions is to check the consistency between the data contained in the files of the calculation option used to obtain the energy performance certificate of the project and the existing data in the rest of the specifications of the implementation project relating to the energy efficiency rating provided.
For this purpose, the basic information of the project and its energy efficiency certificate in the project phase are collected beforehand, always in editable formats. Once this documentation is available, we analyze it and issue a previous report in which we evaluate the coherence between the project data and those of the certificate. In case of detecting inconsistencies between both documents, we inform you about them and provide an assessment of their impact on the final certification, as well as recommendations for their correction.
2. Site inspection.
Between one and three visits are made to the construction site to verify the materials and installations installed on site and the morphology of the building.
3. Final report of the external control.
In this phase the verification of the data previously identified in the initial report is carried out. Together with the inspections carried out during the execution of the work (in accordance with the initial programming) and the analysis of the technical documentation provided, we obtain a result that will allow us to evaluate that the energy efficiency rating of the finished building recorded corresponds to what was actually executed and to justify it documentarily.
4. Presentation of the report.
Presentation to the Administration and/or the client of the external control reports, as well as the visit reports.
The external control is, therefore, a fundamental tool to ensure the reliability of the energy performance certificates, contributing to transparency, energy efficiency and regulatory compliance.
